The Alameda County Office of Education’s (ACOE) review of Oakland Unified School District (OUSD) is unequivocal: urgent action is required to restore fiscal stability.
Enrollment has dropped from approximately 37,000 in 2017 to 33,000 in 2025. This decline demands difficult decisions—staffing reductions, school site closures, and administrative restructuring—to keep OUSD in compliance and out of receivership.
The burden of dysfunction falls hardest on Black and Latino students, those from low-income families, and students with learning disabilities.
BAA stands with the families, educators, and staff who prioritize students and demand accountability.
ACOE has concluded that this is a crisis resulting from INACTION from the OUSD Board. We call on the leaders within OUSD and the OUSD Broad, to bring swift resolution to the outstanding concerns addressed and proposed recommendations to ensure the sustainable pursuit of education for our students.
For a more detailed view of the key areas addressed for improvement, below is the report form ACOE from September 15, 2025 addressed to Interim Superintendent of OUSD Dr. Denise Saddler. This report is brief and highly informative.
